Requirements

• Advanced operational judgement and field security management capabilities in complex and volatile environments.
• Experience in humanitarian access facilitation and coordination with armed actors and de facto authorities.
• Strong negotiation and coordination skills for engaging with diverse stakeholders.
• Knowledge of United Nations security management policies and humanitarian principles.
• Proven ability to lead and supervise security personnel in high-risk operational settings.
• Experience in emergency preparedness and incident response in fragile contexts.
• Capability to manage sensitive security coordination independently under pressure.

Responsibilities

• Implement humanitarian movement and security risk management measures to enable continuity of UNICEF operations across Gaza.
• Independently manage sensitive security coordination with de facto authorities, armed actors, and humanitarian partners.
• Facilitate operational access while ensuring compliance with UN security management policies and humanitarian principles.
• Supervise Gaza-based security personnel and provide operational leadership.
• Support emergency programmes, inter-agency movements, partner operations, and high-risk field missions.
• Ensure effective implementation of UNICEF security risk management, humanitarian access coordination, and emergency preparedness.
• Liaise with convoy coordination mechanisms and community leaders to maintain operational access.
