The P4 Security Manager operates in a highly complex and volatile environment, requiring advanced operational judgement and field security management capabilities. This senior role independently manages sensitive security coordination to facilitate humanitarian access across Gaza.
The Security Manager plays a key role in implementing humanitarian movement and security risk management measures. This includes engagement with de facto authorities, armed actors, and humanitarian partners to ensure operational compliance with UN security policies and humanitarian principles.
The security team in Gaza carries a broad set of responsibilities including risk management, incident response, and mission planning. The role supervises Gaza-based security personnel and provides operational leadership in a highly complex operational setting.

Requirements
- Advanced operational judgement and field security management capabilities in complex and volatile environments.
- Experience in humanitarian access facilitation and coordination with armed actors and de facto authorities.
- Strong negotiation and coordination skills for engaging with diverse stakeholders.
- Knowledge of United Nations security management policies and humanitarian principles.
- Proven ability to lead and supervise security personnel in high-risk operational settings.
- Experience in emergency preparedness and incident response in fragile contexts.
- Capability to manage sensitive security coordination independently under pressure.
Responsibilities
- Implement humanitarian movement and security risk management measures to enable continuity of UNICEF operations across Gaza.
- Independently manage sensitive security coordination with de facto authorities, armed actors, and humanitarian partners.
- Facilitate operational access while ensuring compliance with UN security management policies and humanitarian principles.
- Supervise Gaza-based security personnel and provide operational leadership.
- Support emergency programmes, inter-agency movements, partner operations, and high-risk field missions.
- Ensure effective implementation of UNICEF security risk management, humanitarian access coordination, and emergency preparedness.
- Liaise with convoy coordination mechanisms and community leaders to maintain operational access.
